Barent Jacobsen baptized 12 March 1609 at the Oudekerk in Amsterdam, North Holland, Netherlands, the son of Jacob Arents and Aeltje Dircks. Barent married Marritje Leenderts De Grauw. Marritje was the daughter of Leendert Arents de Grauw and Leuntie Alberts Leydecker.
Barent was a laborer "in the Weigh-house" and a porter "in the Public Store". He was appointed a Wine and Beer Carrier in New Amsterdam in the Colony of New Netherland on 4 May, 1654. Barent was granted the small burgher right on 14 April 1657. In 1665, he was listed as living on Bridge Street in New Amsterdam.Barent and Marritje had:

"Whereas the Burgomasters and Schepens of this City of New Amsterdam, on a certain petition presented to the Director General and Council of New Netherland dated 23 February, 1654, to devise some means for the benefit of this City, were permitted to impose on and receive from all wines, strong waters and beer consumed by the Burghers within this City, in addition to, and on the same condition as, the Tapsters' Excise, the following Burgher Excise, vizt.

And in order to prevent all fraud and smuggling in the one and the other, the Burgomasters and Schepens aforesaid with the approbation of the Honble Director General and Council have appointed and accepted as sworn Wine and Beer Carriers Barent Jacobsen Cool and Pieter Caspersen van Naerden and no person, be he who he may, except such Beer Carriers, shall be at liberty to work at, lay in, or remove any wines or beer from one warehouse, cellar, or brewery to another or to bring foreign beer within this City's gates on pain of forfeiting said wines or beer and arbitrary correction at the direction of the Court.
And in order that this Ordinance and Law may be the better observed and obeyed by every one, the officer is commanded and ordered, to pay strict regard to all frauds and smuggling, and he is authorized, whenever he may deem it necessary to search in the presence of two of the Court the cellars of the Tapsters, and to gauge all the casks, and to seize all the wines and beer, that have not been entered-or have not paid excise, which according to the foregoing Article, in addition to the Arbitrary Correction, shall be subject to confiscation to be applied ? to the poor; ? to the officer and ?to the informer.
Thus done and enacted at the Court of Burgomasters and Schepens of this City of New Amsterdam, and after publication, affixed this 4 May, 1654.

Provisional Instruction prepared by Burgomasters and Schepens of the City New Amsterdam relative to the Office of Beer and Wine Carrier:
First. The Wine and Beer Carriers shall be obliged to be in attendance from six o'clock in the morning to six o'clock in the evening in front of the Company's Warehouse, or each one at his own dwelling-house in order to be ready and at the service of every one, who would desire to lay in or remove any wine or beer.
2ndly It shall not be lawful for the appointed Wine and Beer Carriers to labor at any wines or beer, or to carry them from one place to another before and until a proper permit from the Receiver thereunto appointed shall be delivered unto them; which permit they shall be obliged to return to the said Receiver every evening after sunset.
3rdly The appointed Wine or Beer Carriers for what they may convey here within the walls of this City from one Brewery house or cellar into the other, shall not be permitted to receive more than the following.
For one pipe of brandy...............................................24 stivers

one hogshead of wine................................................Twelve stivers

But in any case any Brewer employ his own horse and dray and a man to convey Beer with one of the appointed Beer Carriers, the latter shall be entitled to the just half of the aforesaid fees, and if the Beer Carriers make use of the Brewer's horse and dray then one third of the fee shall belong to the Brewer.
4. The appointed Wine and Beer Carriers shall be held to provide at their own cost their own tools for handling the wine and beer.
5. In attending to the duties of their aforesaid office, they shall not be permitted to get drunk, so that in handling the wines or beer, no damage may happen through their carelessness, and in case such may occur, and it be found to have happened through their neglect, they shall be liable to repair and pay the damage in full.
6. That the appointed Wine and Beer Carriers be not defrauded by others in their office aforesaid, they are hereby charged to keep sharp watch on the exportation and importation of wine and beer and if they find, that such is done by any other person, they may seize all such wines or beer, whereof they shall receive the third part.
Finally, the appointed Wine and Beer Carriers promise and swear that in this, their aforesaid office, they will act faithfully and honestly; that they will practise or allow no fraud; and observe the foregoing regulations, as well as such as the Burgomasters and Schepens may thereafter add thereunto.
And therefore Barent Jacobsen Cool and Pieter Caspersen van Naerden are provisionally chosen, appointed, and accepted for one year certain, who, thereupon, in the Court of Burgomasters and Schepens, at the hands of the Officer have solemnly taken the following oath.

"At the request by petition of Barent Jansen Cool and Thomas Verdon, sworn beer carriers, relative to having, for themselves, the carrying of the wines from the Honble Company's Store--was endorsed--Inasmuch as the labor connected with carrying wine and beer to and from the W: Company's Store, does not concern the Burgomasters and Schepens, but the Director General and Council, the petitioners may address themselves to the same."
"To the Rt. Honble. Directr. General and Council of N: Netherland. Under the New Amsterdam Administrative Minutes for 1657, pages 145-146:
Right Honble. Sir,
Whereas by your Honrs. resolution of the 12th March last we find, that your Honrs. deem it necessary for the accomodation of the trader, skipper and Burgher, that nine sworn labourers be appointed to attend alternately in threes, as well at the Warehouse of the Honble. Company, the Scales and carriage of beer and wine, and to labour altogether, if necessary, and that we should with that view nominate a double number:--
The Schout and Burgomasters of this City of Amsterdam in N: Netherland considering, therefore, the necessity thereof, have resolved, as there are not at present as many applicants as will allow a complete double number to be nominated and it cannot consequently be convieniently done, to allow, with the approbation of the Rt. Honble Director General And Council, the present labourers to continue, to wit--Adriaen Vincent, Thomas Frericksen, Josep Waldron, Joost Goderis, Andries Andriessen, and Barent Jacobs Cool, and as a supplement to the aforesaid Number to nominate these following, viz: Cryn Jacobsen, Cornelis Hendricksen, Jan Cornelisen, Luycas Eldersen, Willem Koecke, and Philip Jansen, from which the Honble. Directr. General will please to select a single number. And whereas we have thought it necessary, that an overseer be placed over them we have nominated to your Honors two of the same as Overseers, to wit--Tomas Frericksen and Barent Jansen Cool, with request that your Honrs. may be pleased to elect one of them. [1] Jacob's baptismal record has not been found. He was born and baptized well before 1660, when baptismal records were first kept in New Amsterdam. The belief that he is the son of Barent Jacobsen Cool and Marritje Leenderts stems from the following facts: Footnotes
1) Jacob's patronymic name is Barentsen, implying that his father was named Barent.
2) Jacob was using the same surname (Cool) as Barent. (This alone does not guarantee relationship, however.)
3) Traditionally, the first two sons were named after their grandfathers and the first two daughters after their
grandmothers. In Jacob's family, they are Symen and Barent, and Marritje and Claertie.
4) If Jacob was the firstborn son, he would have probably been named after a grandfather. Barent's father would have
been named Jacob, as implied from his patronym, Jacobsen.
5) Barent and Jacob were both porters in the Weigh-house at New Amsterdam and were both appointed as Beer and
Wine Carriers in the same city. Jacob was probably following in his father's footsteps.
[2] No extant marriage record. Leendert and Marritje had children baptized in Kingston, including Barend (#371) and Maria (#490), and in New York City.
[3] Teunis Kray was later dismissed from serving as the Beer-Carrier because of his petition to retain the privilege of tapping. His official position as Beer-Carrier would have given him an unfair advantage in his business as a Tapster. (see Fernow, Records of New Amsterdam..., vol. I, pg. 192.)
[4] There were two classes of burghers (freemen) in New Amsterdam. The Great Burghers had the right to hold the "higher municpal offices" (Schout, Burgomaster, Schepen, Orphan-master). The Small Burghers could not hold these offices but they could hold "minor or servile offices".
